Ahead of the reorganization of the parenting support system in July next year, if the government applies the support retroactively to children born in January next year, it will need an additional 812 billion won in its budget. The finding comes as officials prepare to overhaul how families receive assistance for raising young children, a change that will affect parents across the country.
The new system is scheduled to take effect in July, but questions remain about how to treat children born in the months before the launch. Lawmakers and policy experts have debated whether families with babies born earlier in the year should receive the same benefits as those born after the reorganization. Applying the support retroactively would close that gap, but it would also place significant pressure on public finances.
Officials say the extra funding would cover payments for several months of benefits that would otherwise be missed. Without the additional money, families with children born in January could receive less support than those with children born just a few weeks later. That outcome has raised concerns about fairness and could prompt legal challenges from parent groups.
The government is now weighing several options, including a phased approach or a smaller one-time payment for affected families. A final decision is expected before the end of the year, giving ministries time to adjust their budget requests. Parent advocates say they will continue pressing for equal treatment, arguing that a child's birth date should not determine the level of support a family receives.
